The PD series of Leyland Titan model double deckers belongs to the post war era. When the Titan chassis was first introduced, in about 1929, the model was designated TD1, and with successive modifications the series reached TD7 by 1940. Leyland then turned over their production capacity entirely to military vehicles for the duration and the first post war buses hit the road in 1946 - new model, new series of model designations, beginning at PD1. That bus looks as if it was new very early in the 1930s and could be a TD1. ECOC did run their vehicles to a ripe old age and I would not argue against the pic dating from c1939. It is the radiator that makes me wish to research a little further, it looks a little more modern than the original TD1 but ECOC could have changed the original.
